Shire of Donnybrook-Balingup approves event plans at Jalbrook Estate following debate over dust mitigation

A South West tourism venue’s plans to hold weddings and ticketed events has received the green light. Balingup’s Jalbrook Estate will be able to expand the services on offer at the Jayes Road property after the Shire of Donnybrook-Balingup approved a development application at last week’s meeting. The approval will allow the venue to provide parking for ticketed events for up to 100 vehicles and camping for up to 50 guests for weddings, alongside allowing a non-permanent marquee tent for events. Conditions set by the council will mean it can host only six ticketed events for 250 people and 12 weddings with 80 guests each year. There was debate among councillors about whether to require the venue owners to make the entrance road bitumen and big enough for two-way traffic. Cr Alexis Davy successfully moved an amendment to scrap that idea, stating she thought a gravel track similar to what is in place was fine for low speeds. “I think there are other conditions that cover dust and drainage adequately and therefore they don’t need to be recaptured in (another) condition,” she said. Cr John Bailey supported the move, noting the potential high cost to the venue owners. “I think the amount of dust that will come off that road in particular will be minimal,” he said. “I believe that it’s going to be in their interest if that road becomes a problem to look at alternative types of systems to calm it down without spending $20,000.” Cr Grant Patrick described it as a difficult decision, and wanted to include a change in conditions with a clause directly about managing dust from the entrance road. “Based on the feedback from a direct neighbour, it’s already significantly dusty as soon as a breeze comes up, let alone with traffic,” he said. While the council did not vote on Cr Patrick’s proposed clause, Cr Davy’s amendment and the final decision was approved unanimously.
