Joe Spagnolo: WA Government’s tough talk on housing no consolation for those who need a roof over their heads

They’re not exactly the sort of figures the Cook Government would have hoped for nine months out from a State election. We are now at 20,284 applicants for State housing — and rising. As it stands, Labor is at zero risk of losing the next election in March. Polling aside, the general vibe is that Libby Mettam’s Liberals are not making enough inroads into Labor’s substantial lead — 53 of the 59 Legislative Assembly seats. And the WA Nationals? Well, the term “basket case” comes to mind. But housing, or lack thereof, remains an Achilles heel for Labor as it seeks another term. In the past few months we have seen Premier Roger Cook put money into areas Labor thinks needs addressing before the next poll in March. WA households, for example, will from next month get $350 off their power bills, and another $350 in December, thanks to a Cook-Albanese government electricity credit. But WA Labor continues to play catch-up on the social housing scene because of years of simply not doing enough in this area. Housing Minister John Carey continues to play the theme music from the film Rocky, saying this week: “The Government continues to do everything it can to boost the supply of social housing in WA through a diverse range of reforms including the modular-build, timber-frame and spot-purchasing programs. “As a result, the State Government has supported one of its highest 12-month delivery of Government-owned and social housing stock in a decade, with over 1000 dwellings added to the system over the 2023-24 financial year.” We hear you, John. But here are some more stats to digest. In May 2022 — a year and a bit after Labor was re-elected — there were 18,936 applications for public housing. The average waiting time for Government housing was 115 weeks for the Statewide list and 60 weeks for priority applicants. In May last year, there were 19,081 applications for housing — the average waiting time to be housed being 132 weeks for the Statewide list and 72 weeks for priority applicants. But guess what? As of May 31 this year, there were 20,284 applications for housing, with the average wait time for a roof over your head being 147 weeks for the Statewide list and 80 weeks for priority applicants (that’s a year and a half). Carey points out that under Colin Barnett’s Liberal mob, there were 24,136 applicants for social housing in 2010. So, apparently, this is an improvement, not a failure. And not that I want to depress you any further this Sunday morning, dear reader, but let’s not forget that anyone renting privately in Perth is now paying on average $650 a week. In other words, if you are one of those WA families waiting a year and a half for social housing you’ll need to stump up $2600 a month in private rent — if you can find one. Carey continues: “The State Government has expanded on its record investment in housing and homelessness initiatives, with a further $843 million contributed as part of the current budget.” He then goes on to say that the “State Government remains on target to deliver 3300 homes by July 2025”. But here is the bottom line: A month after Labor came into power, in March 2021, there were 18,837 applicants on the social housing waitlist. Now, there are 20,284 people on the waitlist — an increase of 1447. Clearly, whatever Labor is doing to address social housing isn’t yet working to address the community’s immediate needs. Where do those 20,284 people currently waiting for social housing go? That’s the question Carey needs to answer. And by his own words from October 2022 - and more importantly, results - he should be judged. “The State Government is doing all it can to boost social housing,” Carey said in 2022.
